Around the world, we are facing enormous challenges. Poverty, conflict, migration, disease and natural disasters are just some of the reasons why many people don’t have access to quality basic services and opportunities. Public policies that seek to address these challenges will only work if the choices made by decision-makers, technical or political, are informed by the best available evidence. This is why research is essential. It can produce good evidence to inform local, national and international policy that, in turn, has the potential to transform lives for the better. But influencing policy is neither easy nor automatic – you need to want to do it. To be successful, you need to be open to different ways of working.

This research report outlines empirical findings on challenges and enablers of knowledge translation in the Global South, emphasising the importance of context for Southern knowledge translation practitioners. The Knowledge Translation in the Global South project, funded by the International Development Research Centre (IDRC) and undertaken by the Institute of Development Studies (IDS) and OTT Consulting, seeks to identify similarities and differences in knowledge translation (KT) strategies and practices used by Southern researchers across different disciplines and investigate the challenges they face. It ultimately aims to recommend support mechanisms and procurement innovations to donors seeking to create an enabling environment for Southern-led research for development. The findings of this research report shed light on the complexity of KT in the Global South. While the ultimate goal of KT is to bring evidence closer to its users, its impact can vary widely depending on context, and our findings suggest a need to move away from notions of ‘Southern exceptionalism’.

Taxes are likely to be a key battleground in the next election. Weak growth, struggling public services and the cost-of-living crisis are creating pressure for more public spending. But in Opposition, the Labour Party is keen to avoid creating the impression that a vote for it would be a vote for higher taxes, while the governing Conservative Party has repeatedly floated the suggestion of imminent tax cuts. In this environment, it will be more important than ever that taxes are well designed – bringing in as much revenue as possible, as reliably as possible, for the lowest economic cost.

Evidence-based practice (EBP) is an approach to care that integrates the best available research evidence with clinical expertise and patient values. It involves translating evidence into practice, also known as knowledge translation, and ensuring that ‘stakeholders (health practitioners, patients, family and carers) are aware of and use research evidence to inform their health and healthcare decision-making’.

It focuses particularly on the decision-making aspect. One of the aims was to try and identify capacity development needs to help countries in their efforts to make research an effective tool for health development. The publication includes case studies from seven countries Brazil, Burkina Faso, Indonesia, Lithuania, Pakistan, South Africa, and Uruguay. This was made up of a combination of document analysis, interviews with researchers and decision-makers, and in several cases, the personal experience of case study authors in the research-policy process. This report presents the findings of a study carried out by a team of researchers based at the National Centre for Social Research, on behalf of the Strategy Unit in the Cabinet Office. The objective of the study was to develop a framework which would guide assessments of the quality of qualitative research evaluations. The study grew out the Cabinet Office’s responsibility for ensuring excellence in Government research and evaluation, and was a response to the fact that, despite their growing use, there are no explicitly agreed standards regarding what constitutes quality in qualitative research evaluations.
