Open Access Publishing Agreements (RAP and S20)

A Read and Publish Agreement is an alternative to the traditional subscription model. It helps both authors and libraries to increase the number of publications that area available as open access, as well as streamlining publishing processes for authors.

For publishers offering Read and Publish Agreements article processing charges (APCs) are covered by the subscription that the Library organises, so that reading and publishing are covered by a single agreement.

Not all publishers offer Read and Publish Agreements and some that do, for example Sage, have not released this model in the Australian market.

Every agreement is different. Some have caps on the number of articles that can be made openly accessible, some apply only to a selection of titles published by the publisher and some require particular processes when authors are submitting articles.

As of January 2023 ANU has agreements in place with ACM, AIPP, Brill, Elsevier, Future Science, IOPP, Microbiology Society, Portland Press Biochemical Society, SAGE, Springer Nature, Taylor & Francis, and Wiley.

We are working with other Australian universities to increase these agreements, via the Council of Australian University Librarians (CAUL) as well as through direct negotiation with publishers. By covering the cost of Article Processing Charges (APCs) in eligible journals, these transformational agreements will make ANU authored research openly accessible to a wider audience.

On average, academic works published through open access are more easily discoverable by the public and are cited more often. More information on the benefits of open access can be found here.

It may be that there isn't a Read and Publish agreement available, or it may be too expensive for the Library to sign up for. Please contact us and we can look into it for you.

You can choose to allow reuse of your article under a Creative Commons (CC) licence, whilst protecting your rights as the author. Further information on these licenses can be found on the Creative Commons website. Please note that different publishers offer different CC licences - this information can be found in the 'information for authors' section for each agreement under the navigation tabs of this guide.

A Gold Open Access journal contains articles which are free for everyone to read. A Hybrid journal contains a mixture of open access and subscription articles. Normally an individual Article Processing Charge (APC) is paid to a publisher to enable Open Access (whether Gold or Hybrid), however for Read and Publish agreements these payments are covered for eligible articles.

Please make a submission to the The Author Accepted Manuscript can be deposited as Green Open Access. Please see the submission website for details.

Please ensure that the date of the article acceptance from the publisher was inside the licence period. If you are unsure, please contact us and we can look into it for you.

If you would like to suggest any publishers that you think the Library should try to negotiate a Read and Publish Agreement with please contact Rebecca Barber. Please note that not all publishers offer this form of licence, but we will do our best to see whether an affordable deal can be found.

Note: publishers with whom we have Read and Publish Agreements have been communicating with authors about how they can use the agreements to make their papers available via OA more easily and affordably.

Wiley

For articles published with Wiley, we anticipate we will reach the article cap for both fully Open Access and hybrid publications by 17 October 2024. Therefore:

1. Approvals of publications in hybrid journals will stop on 25 September.
2. Wiley to stop publications in Open Access journals from 30 September, after which only articles received and approved before 30 September will be published.

Hybrid journal articles received and approved after 30 September will be eligible for a 10% APC discount. Should the authors wish to wait to publish until 2025, hybrid articles in eligible journals are confirmed to be covered within the 2025 agreement.

Fully Open Access articles received and approved after 30 September will have to pay the full APC. Terms of the 2025 agreement are still under negotiation. We cannot yet confirm if APC coverage will be possible for fully OA journals under the 2025 agreement with Wiley.

Springer

For articles published with Springer, we will reach the article cap by 14 October 2024. Authors with articles accepted after this date should not wait to publish, as all terms for future agreements with Springer are still under negotiation.

Taylor & Francis

For articles published with Taylor & Francis, we will reach the article cap on 29 October. No approvals will occur following that date.

The Library will run information sessions, continue to add information to this guide, and work with the academic community and publishers to expand Read and Publish licences.
